The Health Department has several divisions that offer a variety of services. Vital Statistics records and issues birth and death records. The Maternal/Child Health programs provide Pregnancy testing and Medicaid application assistance for pregnant women. Health Department nurses coordinate Allen County's Bureau for Children with Medical Handicaps (BCMH). Pregnancy testing is available on Wednesdays and Fridays 8-9am and through the Family Planning Program (419-228-6154). Nurses also oversee Communicable Disease Control which includes general communicable disease and sexually transmitted diseases (STD). An STD clinic is available on Tuesdays 4:00-5:00pm. Tuberculosis (T.B.) testing is available Monday, Tuesday, Wednesday, & Friday, 8-9am and 3-4pm. Immunization Clinics for children are held every Wednesday, 1:30-3:30pm, Thursday 8:30-10:30am, with satellite locations at various times/locations around the county*. Nutritional counseling and supplemental foods are provided through the WIC Program (419-224-8200). Public health education is provided in the areas of AIDS, heart disease, nutrition, physical activity, and the health ministries program. HIV/AIDS testing is available by appointment. The Environmental Health Division regulates restaurants and swimming pools, provides sewage and plumbing inspections & issues well permits. The Environmental Division also provides follow-up for animal bites and public health complaints. Breast and Cervical Cancer Screening provided through Women's Preventive Healthcare Project, and community agencies. They also provide physician and community education. File claims with the Department of Veterans Affairs. Provide transportation to VA Medical facilities. Short term emergency assistance with food, shelter and utilities.

Blood related service-blood donor drives; Service to Military Families-sends reports/verifications to military for emergencey notification/leaves, Liaison between military personnel and families; Disaster Preparedness-maintains community-wide disaster plan, Teaches community disaster education, Trains and sends workers to national disaster sites, DAT responds to single family fires; Disaster Relief-emergency assistance (food, shelter, clothing) and other vital needs to disaster victims; First Aid Training-a variety of programs for children of all ages and adults that include babysitting, basic aid training, First Aid for Children today, scout badge fulfillment, various seminars on First Aid topics as well as four hour certified course; CPR-adult, infant, child one man rescuer training that covers rescue breathing, choking, cardiac emergencies and cardiopulmonary resuscitation. Professional rescuer training that covers two man CPR, using a hard mask and bag valve mask is available; Health services-other Red Cross certifications: HIV/AIDS, Bloodborne Pathogens, 'Til Help Arrives, AED; Nursing-a wide range of topics and seminars offered including HIV/AIDS training, Home Care, BP screenings, talks and programs can be tailor made to suite a group's needs; Workplace-training for companies at their discretion. Courses are recognized by OSHA and can be taught on-site and broken into modules. Classes range from CPR and First Aid to Blood Borne Pathogens; Water Safety-swimming courses ages 6 months and up. Free breakfast and dinner, clothing handed out as needed. Men can stay in the dormitory and after that may apply for a private room. The Lima Rescue Mission also has children's ministries, and holds after school classes for inner city children and a day camp for them in the summer.

The Northwest Region of Ohio Youth Advocate Program provides therapeutic foster care. Some of the programs in addition to the therapeutic foster care program are a CANEI (Constant and Never Ending Improvement)program. CANEI is a restorative justice program for adolescents with histories of aggressive defiant behavior. In addition, we provide respite and emergency homes in the Allen County area. Ohio Youth Advocate Program works with youth that have had multiple placements and have experienced abuse and neglect. The youth in OYAP care are the more difficult to place and the hardest to maintain in their placements. Ohio Youth Advocate Program provides mental health services which include CSP, diagnostic assessments and ongoing support for the youth and the foster parent. OYAP provides support for the youth and the foster parent. OYAP provides adoption services and, if necessary, adoption updates.
